According to the Oscoda Township Police Department (OTPD), the incident occurred on County Road F-41, near Pine Street, at 2:06 a.m. on Aug. 23.
Richard Douglas Rose, 70, Oscoda, told authorities that he was driving to the store when a pedestrian walked out in front of his vehicle – a Dodge Grand Caravan.
